Samoa Solar PV Lender’s Engineer

ITP Renewables was engaged in a two-year project in 2016 as Lender’s Engineer to undertake a technical due diligence review of solar power plants at two sites on the island of Upolu in Samoa. Project developer Solar for Samoa had developed approximately 5.2MW of solar PV, secured a 20-year Power Purchase Agreement for the sale and delivery of electricity to the Electric Power Corporation, and a 20-year land lease agreement for both sites. ITP was engaged to provide engineering services for a potential investor, helping to mitigate investment risks, reduce uncertainty and increase investor confidence in investment.

The work included a review of site suitability, plant design, solar resource and energy prediction, assessment of network and electricity supply capacity and capability to support the project, technical aspects of the major project contracts, assessments of adequacy of and technical assumptions in the financial model. This was followed by provision of construction completion services including verification of performance test results and inspection, review and certification of the completed construction, commissioning and testing conducted at both sites.
