Support for the Energy Sector in Five Pacific Islands Countries (REP-5)

This EU-supported program funded projects to improve the overall energy efficiency of the energy sector, and where appropriate, increase power production through renewable energy in five Pacific Island countries: Palau, the Federated States of Micronesia (FSM), the Republic of the Marshall Islands (RMI), Nauru, and Niue. It also supported the EU’s poverty alleviation objective by improving access to electricity, and improving living conditions.   • resource analysis
  • needs assessment
  • data collection
  • project co-ordination
  • energy project appraisals
  • energy planning
  • procurement management and tender evaluation
  • development and implementation of country specific energy action plans.
  • over 250 kW off-grid solar PV installed in outer-island communities for homes, schools, health centres, municipal buildings and community halls;
  • over 240 kW of grid-connected PV installed in Kosrae, Palau, Nauru and Niue
  • national energy policies were developed for FSM, Palau and RMI
  • Energy Action Plans were developed for FSM and RMI, and Energy Efficiency Action Plans for Nauru and Palau
  • grid-connected and 10 off-grid PV training sessions were held and attended by more than 100 technical staff from utilities, governments and the private sector
  • memorandum of understanding (MoU) for maintenance of PV systems were put in place between utilities and governments
  • electricity tariff studies were carried out and guidance on appropriate fee structures was given.
